Below is the official notice of proposed amendments to the Constitution of the National Association of REALTORS®; and delegate certification information required by Article IX of NAR's Constitution.

Dear Presidents,
Welcome to the Delegate Body of the National Association of REALTORS®. The “Delegate Body” is the name commonly used to refer to the group comprised of presidents of local associations or their certified alternate. As a Delegate, you represent every member of your local association.
This notice contains important information on the Delegate Body meeting, Delegate certification, Delegate Body voting procedures, and proposed amendments to the NAR Code of Ethics and Constitution.
Delegate Body Meeting Details
- The Delegate Body Meeting will be held on Monday, November 11, 2024, from 11:30 a.m. to 12:00 p.m. ET in Boston, Massachusetts, at the Boston Convention & Exhibition Center, Ballroom, Ballroom Level.
- The upcoming Delegate Body Meeting will be a hybrid meeting. Delegates will have the option to attend in person or virtually via the Lumi platform. The hybrid meeting format allows for an unprecedented level of participation at the meetings. More information on attending virtually will be provided soon.
- Delegates may check-in for the meeting beginning at 10:00 a.m. At check-in, each Delegate will receive the meeting agenda and materials.

How to Certify a Delegate
- Delegates are the chief elected officer of each local association, but the NAR Constitution allows an alternate member to be designated to vote as a Delegate. A Delegate must be a member in good standing of the association for which they are certified.
- Local Association Executives or Elected Officers must complete the Delegate certification process at: www.nar.realtor/certifydelegate
- Each Delegate must be certified by 11:59 p.m. Central Time on Monday, October 28, 2024. The certification system will close after this time.
- Only the Local Association Executive or an Elected Officer of the board can certify a Delegate. Delegates cannot certify themselves.

Delegate Body Voting Procedures
- Each local association Delegate may cast votes equal to the number of REALTOR® and REALTOR-ASSOCIATE® members in good standing in the Delegate’s local association as of September 30, 2024.
- A Delegate may not divide his or her local association’s votes.
- Only certified Delegates may cast a vote. Voting by proxy is not permitted.
- Delegates are not required to attend the in-person Delegate Body meeting in order to participate and vote. Delegates may attend the meeting virtually and vote via the Lumi platform.
- Delegates may only be certified to vote for one association; one Delegate voting on behalf of multiple associations is not permitted.
Proposed Amendments to the Code of Ethics and Constitution of the National Association of REALTORS®
- The Delegate Body will be asked to consider whether Article 4 of NAR’s Code of Ethics should be expanded to apply to REALTORS® on both sides of a real estate transaction, as detailed in Exhibit A to this notice. The Executive Committee and Board of Directors recommend approval, but the ultimate authority to amend the Articles of the Code of Ethics remains with the Delegate Body only.
- The Delegate Body will also be asked to consider whether Article V, Section 1 of the Constitution should be amended to add a representative from the Canadian Real Estate Association (CREA) to the Executive Committee, as detailed in Exhibit Apdf to this notice.
Board of Directors Meeting Details
- The Board of Directors meeting will be held on Monday, November 11, 2024 from 8:30 to 11:00 a.m. ET in Boston, Massachusetts, at the Boston Convention & Exhibition Center, Ballroom, Ballroom Level.
- The upcoming Board of Directors Meeting will be a hybrid meeting. Directors will have the option to attend in person or virtually via the Lumi platform. The hybrid meeting format allows for an unprecedented level of participation at the meetings. More information on attending virtually will be provided soon.
- All NAR members will be able to observe the Board of Directors meeting and Delegates are encouraged to do so.
